| An effective judicial system – one that emphasizes strong preventive institutions, equitable access to justice, and government responsiveness to citizen needs for security and attention to other social problems related to crime – is a basic prerequisite for a functioning democracy. |

Yet over the past decade, the rule of law in Mexico has proved weak, at best, in the face of rising incidences of crime and violence, multiple forms of corruption, and widespread impunity and abuse of power. These challenges have combined to constitute a veritable crisis of insecurity in Mexico, and have eroded public confidence in the state’s ability to adequately resolve them.
Thus, this project views the reform of the justice system itself as the essential and immediate goal that must be accomplished to order to achieve the larger goal of reducing citizens’ sense of insecurity and promoting the rule of law.
