Research Interests: innovative mechanisms to finance cross-border infrastructure; behavior-based regulatory design; tax and debt policies for subnational governments; and developing theoretical models to explain the connecting among rules, behavior and policy outcomes


Salvador Espinosa is a professor of public affairs at San Diego State University. He specializes in public financial administration, infrastructure finance, regulatory design and public policy analysis. Espinosa earned a B.A. in economics from Universidad Panamericana and master’s and Ph.D. degrees in public affairs from Indiana University, where he also is an affiliated faculty at the Workshop in Political Theory and Policy Analysis.

In addition, Espinosa is a member of the Mexican Council of International Relations and a private consultant. Before joining academia, he worked as a budget analyst for the City of Bloomington, Ind., as research associate for the Indiana Fiscal Policy Institute and as coordinator of information and economic development for the government of the state of Guanajuato. His recent research has been published in journals such as International Journal of Public Administration, Gestion y Politica Publica and Journal of Infrastructure Finance.
